Amenity cost charges (ACCs) in BC
An amenity cost charge (ACC) pays for community amenities like recreation centres, libraries, daycares and public space. The Province added the tool in 2023 so cities can set fixed, published rates instead of negotiating amenity contributions at rezoning.
ACCs are set by bylaw after public consultation. Unlike DCCs, the bylaw does not need the Inspector's approval. Rates can vary by area and by type of development, and cities collect them at subdivision or building permit.
